## Introduction

After **1945**, Europe looked as if it might move beyond the nationalism that had helped fuel two world wars. Yet nationalism did not vanish. In some places, it was contained by superpower politics, communist rule, or stable democratic institutions. In other places, it reappeared with great force. Sometimes it took the form of demands for autonomy or civil rights. Sometimes it turned into ethnic warfare, forced expulsions, and mass killing.

For AP European History, this topic matters because it connects several big themes at once: **states and other institutions of power**, **national and European identity**, and **individual and society**. It also rewards strong historical reasoning. A good answer does not just list conflicts. It explains why nationalism was suppressed in one era, why it resurfaced after **1989**, and why its consequences varied so much from Northern Ireland to Bosnia.

### Why nationalism survived after 1945

The end of World War II did not end nationalism. It changed the forms nationalism took. In Western Europe, stronger democratic governments, welfare states, and later European cooperation reduced some of the older interstate rivalry that had helped produce major wars. But those changes did not erase local identities, minority grievances, or demands for self-rule.

In Eastern Europe, the situation was different. The Soviet Union imposed communist governments across much of the region and treated nationalism as a threat when it challenged Soviet control. This meant nationalism often remained present but suppressed. It did not disappear; it waited for moments of crisis.

A common mistake is to assume that postwar stability meant nationalism had been solved. In fact, stability often depended on containing it. That is why **1989** and the collapse of communist power were so significant. They did not create national feeling from nothing. They removed the structure that had held many tensions down.

This is also a continuity point across AP European History. In the nineteenth century, nationalism helped build states like Germany and Italy. In the twentieth century, it helped destabilize multinational states such as Austria-Hungary, and later Yugoslavia. The form changed, but the force remained.

> **Test Tip:** In SAQs and LEQs, do not say “nationalism ended after World War II.” A stronger claim is that nationalism was often **suppressed, redirected, or contained**, then reappeared in new forms.

### Soviet suppression of nationalism before 1989

The Soviet bloc gives some of the clearest evidence that nationalism remained active after **1945**. When people in Eastern Europe called for reform, national independence, or a less rigid version of communism, the USSR often answered with force.

In **Hungary in 1956**, an uprising began with demands for reform and greater freedom from Soviet domination. It quickly became a challenge to Soviet power itself. Soviet troops crushed the revolt. The lesson was clear: within the Eastern bloc, Moscow would not permit national independence if it endangered communist control.

A similar pattern appeared in **Czechoslovakia in 1968** during the **Prague Spring**. Alexander Dubček promoted “socialism with a human face,” meaning reform within socialism, not necessarily total rejection of it. Yet the Soviet leadership still viewed it as dangerous. Warsaw Pact forces invaded and ended the experiment.

These examples matter because they show cause and effect. Nationalism and reform did not become stronger after **1989** simply because people suddenly changed their minds. They had often wanted more autonomy for decades. What changed after **1989** was the weakening of the Soviet ability to use force.

Poland also fits this pattern, though differently. **Solidarity**, founded in **1980** under **Lech Wałęsa**, was an independent labor movement, but it also challenged Soviet-style control and expressed a strong Polish national identity. It showed that by the 1980s communist legitimacy was fading badly.

A useful contrast is this: before **1989**, the Soviet bloc usually handled nationalist pressure with tanks, censorship, and party control. After **1989**, in places where communist structures collapsed, national questions had to be settled politically. Sometimes that led to peaceful transition. In Yugoslavia, it did not.

### Yugoslavia, Bosnia, and the return of ethnic warfare

Yugoslavia is the most important AP example for this subtopic. It had been created after **World War I** as a South Slavic state and later became a communist federation under **Josip Broz Tito**. Tito kept the country together through strong leadership and a federal structure that balanced several national groups, including **Serbs, Croats, Slovenes, Bosniaks**, and others.

When **Tito died in 1980**, the system weakened. Economic strain increased. Communist legitimacy declined. As the broader communist order weakened in Eastern Europe, leaders inside Yugoslavia increasingly turned to nationalism. Instead of one shared Yugoslav identity, competing national identities became stronger.

In **1991**, **Slovenia** and **Croatia** declared independence. In **1992**, **Bosnia-Herzegovina** declared independence as well. Bosnia was especially unstable because its population was mixed, including **Bosniaks (Bosnian Muslims), Serbs, and Croats**. That meant national separation could not happen neatly along clear lines.

This is why the Bosnian conflict became so violent. Nationalist leaders were not only arguing over government. They were arguing over territory, identity, and who would count as the rightful population of a region. Bosnian Serb forces, backed by Serbia and linked to **Slobodan Milošević**, used terror to reshape the population map.

Ethnic cleansing was not simply random brutality. It had a political logic. If a nationalist movement wanted a territory to belong to “its” people, then mixed populations became a problem. That produced sieges, detention camps, expulsions, and murder. The long siege of **Sarajevo** became one of the best-known symbols of this warfare.

Students often stop at “ancient hatreds,” but that is too vague for AP. A stronger explanation is: weakening communist authority + economic crisis + rival nationalist leaders + a multiethnic state with disputed borders = a high risk of violent conflict.

> **Test Tip:** If asked to explain Yugoslavia, give a chain of reasoning. For example: **Tito’s death -> weaker federal control -> communist decline -> rising Serbian, Croatian, and Bosnian national claims -> war over territory and population -> ethnic cleansing**.

### Ethnic cleansing, genocide, and the wider European context

The strongest case study in this topic is **Srebrenica**. In **July 1995**, Bosnian Serb forces captured Srebrenica, which had been declared a UN “safe area.” More than **8,000** Bosniak Muslim men and boys were killed, while women, children, and older people were forcibly removed.

For AP purposes, do not use **ethnic cleansing** and **genocide** as if they mean exactly the same thing. Ethnic cleansing focuses on removing a population from territory. Genocide focuses on destroying a protected group. They can overlap, as they did in Bosnia, but the distinction matters.

The **Dayton Accords** of **1995** ended the Bosnian War. But ending war is not the same as healing division. Bosnia remained one state with a deeply complex internal structure, including the **Federation of Bosnia and Herzegovina** and **Republika Srpska**. That arrangement stopped large-scale fighting, but it did not erase the conflict’s causes.

The violence continued in a different form in **Kosovo**. Kosovo had a majority **ethnic Albanian** population but was part of Serbia and held great symbolic importance for Serbian nationalism because of the **Battle of Kosovo (1389)**. In **1989**, Milošević reduced Kosovo’s autonomy. Conflict escalated in **1998–1999**, and **NATO** intervened in **1999** after Serbian refusal to accept a settlement granting greater autonomy.

Yugoslavia was not the only place where nationalism disrupted peace. In Western Europe, conflict was usually more limited, but still serious.

In **Northern Ireland**, **the Troubles** lasted from the late **1960s** to **1998**. This was not just Catholics versus Protestants. It was a struggle over sovereignty, citizenship, and national identity. **Unionists/Loyalists**, mostly Protestant, wanted Northern Ireland to remain in the **UK**. **Nationalists/Republicans**, mostly Catholic, wanted union with the **Republic of Ireland**. Discrimination in housing, jobs, and political power helped drive unrest. Events such as **Bloody Sunday** on **30 January 1972**, when British soldiers killed **14** unarmed civilians in Derry, worsened the conflict. The **Good Friday Agreement (1998)** created a power-sharing structure and made clear that Northern Ireland’s status would change only by majority consent.

In Spain, **ETA** sought an independent Basque state and used terrorism. In France, **Corsican nationalism** pressed for autonomy or independence. These cases show that nationalism persisted in democratic Western Europe too. But unlike Yugoslavia, they did not usually destroy entire states or produce mass killings on the scale of Bosnia.

The key comparison is scale and setting. In Western Europe, nationalism often appeared as separatism within stable states. In Yugoslavia, several competing nationalisms pulled apart a fragile multiethnic federation after communist control weakened.
