## Introduction

After **Napoleon’s** defeat, European rulers did not simply want peace between states. They also wanted safety from revolution within states. The memory of **1789**, the execution of **Louis XVI**, mass politics, nationalism, and Napoleon’s redrawing of Europe convinced many rulers that old institutions had to be defended more aggressively than before.

This makes the post-1815 order a major AP Euro topic under **states and other institutions of power** and **national and European identity**. You need to know not just that conservatives ruled after 1815, but how they ruled: by restoring dynasties, policing ideas, censoring the press, supervising universities, and linking political authority to religion.

### The Vienna settlement and the conservative worldview

The starting point is the **Congress of Vienna (1814–1815)**. This meeting created the settlement; the **Concert of Europe** was the system that tried to maintain it afterward. Students often mix these up, and that mistake loses precision in essays.

The leading figure was **Klemens von Metternich** of Austria. Metternich believed that liberalism and nationalism were dangerous because both could break apart multinational empires such as Austria. Liberalism challenged inherited authority. Nationalism encouraged people to identify with language and nation rather than dynasty. In an empire of Germans, Hungarians, Czechs, Italians, Croats, and others, that was a direct threat.

Conservatives did not all think in exactly the same way. **Edmund Burke** had argued for cautious, gradual change. Continental conservatives were often harsher. **Joseph de Maistre** insisted that political authority came from God and that the Church must stand at the center of society. That harder line mattered in practice because post-1815 rulers believed that revolutionary ideas were not just wrong but contagious.

The Vienna settlement followed two main ideas. First was **legitimacy**: restore rightful dynasties, such as the **Bourbons** in France. Second was **balance of power**: stop any one state, especially France, from dominating Europe again. So the powers created stronger barrier states, such as the **Kingdom of the Netherlands**, strengthened **Prussia** on the Rhine, and enlarged **Piedmont-Sardinia**.

These decisions were conservative because they rejected popular sovereignty. The question was not what peoples wanted, but what would produce order. That is why Polish hopes for national independence were ignored and much of Poland went under Russian control.

### Political control: censorship, surveillance, and intervention

Once the settlement was made, conservatives needed methods to defend it. The result was what historians often call the **Metternich System**: not a single formal constitution, but a pattern of repression and cooperation.

First, rulers restored monarchies and strengthened bureaucratic control. The textbook evidence is clear: after 1815, states built larger bureaucracies, censorship offices, and secret police forces. This was not accidental. Napoleon had shown how effective a modern state could be at monitoring society, and conservative rulers copied that administrative strength while rejecting his revolutionary legacy.

The clearest German example is the **Carlsbad Decrees (1819)**.

These decrees came after the murder of the writer **August von Kotzebue** by a nationalist student. Metternich used the incident to argue that universities and student societies had become breeding grounds for revolution. The decrees dissolved the **Burschenschaften**, placed universities under state supervision, and censored publications.

Why were universities targeted? Because educated young men were helping turn vague patriotic feeling into organised nationalism and liberalism. Conservative rulers understood that ideas mattered. Suppressing one newspaper was less useful than controlling the institutions that produced future lawyers, teachers, and officials.

In Britain, methods were less absolutist but still repressive. After the **Peterloo Massacre (1819)**, Parliament passed the **Six Acts**, restricting large meetings and radical publications.

This is a key comparison point. Britain was not liberal in a modern sense. It also used repression. But unlike Austria, Russia, and Prussia, it did not embrace the same broad right of intervention in other states’ internal affairs. That distinction is important in essays.

The continental powers pushed further through congress diplomacy. The **Troppau Protocol (1820)** declared that states undergoing revolution could be subject to intervention.

This principle was then applied at **Laibach (1821)**, where Austrian forces suppressed revolution in Naples, and at **Verona (1822)**, where France was approved to intervene in Spain. In **1823**, French troops restored **Ferdinand VII**’s absolute power.

This shows that the Concert of Europe was not just about diplomacy between equal states. It was also a system for defending monarchy against popular politics. Conservatives treated revolution as an international threat, not merely a local event.

Russia under **Nicholas I** gives the strongest example of domestic repression. After the **Decembrist Revolt (1825)**, Nicholas concluded that reform was dangerous. He expanded censorship, relied on secret police, and strengthened autocracy.

Nicholas later promoted **Official Nationality** through the slogan “Orthodoxy, Autocracy, and Nationality.”

That formula shows how political and religious control could merge. The tsar was not just a ruler; he was guardian of faith and nation.

> **Test Tip:** When asked to compare conservative states, avoid saying they were “all the same.” A stronger answer shows both similarity and difference: Austria and Russia used censorship and repression more broadly; Britain also repressed dissent but resisted some continental interventionism.

### Religious control: throne and altar

Political control after 1815 was reinforced by religion. Conservatives believed churches encouraged obedience, hierarchy, and social discipline. This was a practical alliance often described as “throne and altar.”

The **Holy Alliance** symbolised this connection.

It is important not to overstate its practical power. The Holy Alliance was more ideological and symbolic than the **Quadruple Alliance**, which was the more practical military-diplomatic arrangement of **Britain, Austria, Prussia, and Russia**.

In **Restoration France**, the return of the Bourbons did not fully restore the Old Regime, but it did strengthen the monarchy and the Catholic Church. **Louis XVIII’s Charter of 1814** kept some revolutionary gains, such as legal equality and limited constitutional government. That is a useful complexity point: conservatism restored much, but not everything.

Under **Charles X**, however, reaction deepened. He supported the Church, compensated émigré nobles, and passed the **Law of Sacrilege (1825)**, making attacks on sacred objects a grave offence. That law matters because it shows religion was not just respected privately; it was backed by state power.

France therefore shows both continuity and change. The monarchy returned, the Church regained influence, and ultraroyalists pushed hard for restoration. Yet revolutionary property changes and some legal reforms survived. Conservatives reasserted control, but they could not erase 1789.

Russia offers another example. The Orthodox Church remained a major support of the tsarist system. Under Nicholas I, **Orthodoxy** was part of state ideology, not simply personal religion. Church loyalty became a political tool against western liberalism and revolution.

Elsewhere, the pattern was similar. In Spain, the restored monarchy again allowed the **Inquisition** to operate after its disappearance under Napoleonic rule. In Britain, Anglican clergy in the House of Lords resisted measures such as Catholic emancipation and parliamentary reform. So even in constitutional systems, religion could support conservative resistance.

Why did religion matter so much? Because it gave authority moral language. A police force can punish dissent, but religion can define dissent as sinful, disloyal, and socially destructive. That made conservative rule stronger, especially in societies where most people still thought in religious terms.

### Limits of conservative success

The post-1815 conservative order was real and powerful, but it had limits. AP questions often reward students who can explain both success and failure.

Conservatives did succeed in preventing another general European war for decades. They restored monarchies, blocked many revolutions, and created a durable diplomatic framework. In that sense, the Concert of Europe worked.

But there were cracks.

Britain often disagreed with interventionist powers over Spain, Italy, and Latin America. The Greek revolt also exposed limits. Although conservatives usually opposed revolution, Britain, France, and Russia supported Greek independence because the revolt weakened the Ottoman Empire. Strategic interest could override conservative principle.

This is a strong complexity point: great powers defended order when it suited them, but not always. The system was conservative, not perfectly united.

The deepest limit was that censorship and repression could not remove the causes of liberalism and nationalism. They could delay change, but not end it. The **July Revolution of 1830** overthrew **Charles X** in France after the **July Ordinances** attacked press freedom and the electorate. The **Revolutions of 1848** later showed even more clearly that the desire for constitutionalism, national self-determination, and broader political participation had survived.

So if an essay asks whether conservatives “reasserted control,” the best answer is yes, but only partly and temporarily. They restored monarchy and religion, but they could not permanently defeat the forces set in motioned by the French Revolution and Napoleonic period.

For AP reasoning, that makes this topic ideal for **causation** and **continuity and change over time**. Fear of revolution caused repression. Conservative institutions continued after 1815. But revolutionary and nationalist pressures also continued beneath the surface.
