## Introduction

In Period 6, the United States experienced rapid industrial growth, huge fortunes, labor unrest, and rising inequality. At the same time, Americans argued intensely about what government should and should not do. Many political leaders, judges, and business thinkers defended a small role for government in economic life. For APUSH, the key point is more exact than simply saying “the government stayed out of the economy.” That is only partly true. The Gilded Age state often avoided helping workers and farmers, and often hesitated to regulate corporations. But it still used power in selective ways: to subsidize railroads, protect property, enforce order, and sometimes crush labor unrest. So the best interpretation is not pure hands-off government, but **pro-business limited government**.

### The core beliefs behind laissez-faire and anti-intervention

Laissez-faire was not just an economic slogan. It was tied to a larger set of beliefs about society and government. This position appealed strongly in the Gilded Age because industrial growth was dramatic. Railroads expanded, factories multiplied, and production soared. To many Americans, this seemed like proof that competition worked. If businessmen like Carnegie and Rockefeller built giant enterprises, defenders said that was evidence of ability, not injustice.

Anti-intervention arguments usually rested on three ideas.

Second, **property rights**. Wealthy Americans and many judges treated property as something government should protect, not threaten through regulation.

Third, **limited federal power**. Critics of aid and regulation often argued that the national government had no proper constitutional role in solving many social problems directly.

This explains why federal relief to struggling citizens was controversial, even during real hardship. The issue was not whether suffering existed. It was whether Washington should respond.

A classic example is **Grover Cleveland’s veto of the Texas Seed Bill in 1887**. Congress wanted to provide federal money to help drought-stricken Texas farmers buy seed grain. His famous line was: “Though the people support the Government, the Government should not support the people.”

That sentence matters because it captures the Gilded Age distinction between government as protector and government as provider. Cleveland did not deny suffering. He denied that federal welfare-style relief was legitimate.

### Social Darwinism, the Gospel of Wealth, and the defense of inequality

Many anti-intervention arguments became harsher when linked to **Social Darwinism**. This idea borrowed the language of “survival of the fittest” and applied it to human society and capitalism. Supporters claimed that success showed ability and fitness, while poverty showed weakness or failure. In that framework, government aid looked not compassionate but unnatural.

Students often confuse Social Darwinism with **Andrew Carnegie’s Gospel of Wealth**. They overlap, but they are not identical.

Social Darwinism emphasized noninterference: let competition sort people out.

The Gospel of Wealth accepted inequality too, but argued that the rich had a moral duty to use their wealth for public good through philanthropy. Carnegie supported libraries, universities, and cultural institutions. That still did not mean he wanted the government to redistribute wealth.

This distinction matters for APUSH analysis. Both ideas defended inequality, but in different ways. Sumner stressed government should stay out. Carnegie added that the rich should voluntarily give back. Neither argument supported broad federal welfare programs.

There was also a major contradiction here. Men like Carnegie argued against regulation but often welcomed tariffs, subsidies, or other state help that benefited business. That is one reason historians say the era was not truly neutral or fully laissez-faire. Government often stayed out when workers suffered, but stepped in when corporate interests were at stake.

### The reality: not pure nonintervention, but pro-business government

The biggest mistake students make is to write that the Gilded Age government “did nothing.” In practice, government acted quite a lot. The real question is: **for whom** did it act?

Federal and state governments supported business through land grants, protective tariffs, and favorable legal treatment. Railroads especially benefited from public assistance. This meant the state was not absent. It was selective.

At the same time, workers faced dangerous factories, low wages, long hours, and few protections. Farmers faced debt, railroad abuses, and deflation. Here, government action was slower, weaker, or openly hostile.

That contrast shows why “laissez-faire” needs qualification. The state often avoided intervention on behalf of ordinary people, but it was willing to intervene to protect commerce, property, and order.

The best evidence for this selective activism appears in labor conflict. In **In re Debs (1895)**, the Supreme Court upheld federal action against the Pullman Strike after the strike disrupted interstate commerce and the mail. That means the government, which often hesitated to regulate corporations, used force and injunctions when labor challenged business operations.

This is the heart of the contradiction. Government often rejected intervention when workers wanted protection, but supported intervention when business wanted stability.

### Regulation appears, but its limits matter more

By the 1870s and 1880s, public anger at railroad abuses and monopolies pushed government toward some regulation. But APUSH requires you to explain not just that regulation existed, but how limited it was.

In **Munn v. Illinois (1877)**, the Supreme Court upheld state regulation of grain warehouses and rail-related businesses “affected with a public interest.” This ruling showed that regulation was constitutionally possible.

That mattered because it suggested laissez-faire was not absolute even in legal doctrine. Reformers could point to Munn and say government had a right to protect the public.

Only Congress could regulate interstate commerce. Since federal action was still weak, the practical effect was to reduce regulation at the state level.

Congress responded with the **Interstate Commerce Act (1887)**, which created the **Interstate Commerce Commission**, the first federal regulatory commission. The law required railroad rates to be “reasonable and just” and aimed to limit abuses like rebates and discrimination.

This sounds like a major break from laissez-faire, and in one sense it was. It showed that pressure for regulation had become too strong to ignore. But enforcement was weak, and courts often limited the law’s real power. So the act is best treated as an early regulatory step, not a strong reversal of the whole Gilded Age order.

The same pattern appears with the **Sherman Antitrust Act (1890)**. Congress passed it to attack combinations “in restraint of trade.” Public anger at monopolies had become intense, so lawmakers acted.

That decision narrowed federal power sharply. It is one of the clearest examples of courts protecting big business by interpreting federal authority narrowly.

Put together, these cases show a mixed but mostly limited regulatory state. **Munn** opened the door. **Wabash** narrowed state power. The **ICC** marked federal regulation, but weakly. The **Sherman Act** attacked monopoly in theory, but **E. C. Knight** limited it in practice.

For an APUSH essay, this chain shows that reform pressure existed, but the dominant legal and political system still leaned toward business.

### How to structure an evaluative APUSH answer

If you get an LEQ or DBQ about the Gilded Age role of government, do not argue only one side in a flat way. This topic rewards qualification.

A strong thesis might say:

The Gilded Age was shaped by powerful laissez-faire and anti-intervention ideas, but the government was not truly absent; instead, it was selectively active, usually helping corporations and restraining labor more than aiding workers or regulating business.

That kind of claim does three things:

- defines the ideology
- qualifies the reality
- sets up complexity

Your evidence could be grouped like this:
