## Introduction

In Unit 8, students often focus on missiles, proxy wars, and decolonization struggles. But AP World also expects you to see that the Cold War was fought through economics. Superpowers used aid, trade, and planning to build alliances. At the same time, new states in Asia and Africa tried to turn political independence into economic independence.

This topic sits across two AP themes: **economic systems** and **governance**. It also connects to **causation**, because states did not expand economic control by accident. War damage, colonial legacies, weak private industry, and superpower pressure all pushed governments into a larger economic role.

## Introduction to the economic struggle of the Cold War

After **1945**, Europe was devastated, empires were weakening, and two superpowers emerged: the **United States** and the **USSR**. Each promoted a different economic model. The United States backed capitalist recovery and freer trade. The Soviet Union backed planned economies under state control.

Why does this matter for causation? Because the shape of postwar politics depended heavily on economic rebuilding. A government that could restore jobs, food supply, and industry had a better chance of survival. A government that failed could collapse or drift toward the rival bloc.

> A U.S. strategy aimed at stopping the spread of communism by supporting threatened states politically, militarily, and economically.

The key AP mistake here is to treat containment as only military. It was also economic. U.S. leaders believed that poverty and instability made communism more attractive. If Western Europe recovered quickly, communist parties there would lose support.

### The Marshall Plan and the Western bloc

The clearest example is the **Marshall Plan**, also called the **European Recovery Program**. Proposed by **George C. Marshall** in **1947** and launched in **1948**, it sent over **$12 billion** in aid to Western Europe.

The Marshall Plan had several linked purposes:

- rebuild war-damaged economies
- restore production and trade
- reduce the appeal of communism
- bind Western Europe more closely to the United States

This is a strong AP causation chain:

World War II destruction -> economic crisis in Europe -> fear of communist growth -> U.S. aid through Marshall Plan -> faster recovery and stronger Western alliance

It was not simply charity. It was strategic. By helping Western Europe recover, the United States created markets for U.S. goods and strengthened friendly governments. This is why the plan fits both economics and Cold War politics.

A good comparison point is that the U.S. also supported broader Western cooperation. Western states moved toward economic integration, especially with the **European Economic Community (1957)**. For Unit 8, this is useful background, but the Marshall Plan is the higher-value example because it directly shows economic containment.

> **Test Tip:** If an AP question asks how the U.S. used economic policy to fight communism, the Marshall Plan is usually a stronger answer than simply naming NATO. NATO is military; the Marshall Plan shows economic causation.

### COMECON and the Soviet economic response

The Soviet Union responded by tightening control over Eastern Europe. It rejected Marshall Plan participation and pressured Eastern European states to reject it as well. That choice deepened the division of Europe.

In **1949**, the USSR founded **COMECON**, or the **Council for Mutual Economic Assistance**.

COMECON was not a free-trade common market like later Western European institutions. That distinction matters. It coordinated state-planned economies through government agreements, not open competition.

Its purposes included:

- linking Eastern European economies to the USSR
- organizing trade within the communist bloc
- countering Western economic influence
- reinforcing Soviet political control

This produced another AP-ready chain:

Marshall Plan and Western recovery -> Soviet fear of losing influence -> rejection of Western aid -> COMECON -> tighter Eastern bloc integration

COMECON also shows a pattern common in communist systems: strong state control over production and exchange. Eastern bloc economies often emphasized heavy industry, planning, and political loyalty over consumer choice.

Students sometimes assume that both blocs were just "helping allies." That is too vague. The sharper point is that both blocs used economics as a weapon. The Marshall Plan aimed to stabilize capitalist states. COMECON aimed to organize socialist economies and lock them into Soviet influence.

> **Test Tip:** Do not say COMECON was basically the same as the Marshall Plan. The Marshall Plan was U.S. aid to rebuild Western Europe; COMECON was Soviet-led coordination of planned economies in Eastern Europe.

## Why decolonized states expanded state power

For newly independent states, the central problem was different. They were not mainly rebuilding from world war damage. They were trying to escape colonial economic patterns.

Colonial rule had usually left them with:

- economies dependent on raw-material exports
- weak industrial sectors
- limited infrastructure
- few trained local administrators
- heavy vulnerability to foreign capital and influence

That produced a common belief: **political independence meant little without economic independence**.

Many postcolonial governments therefore expanded state power over the economy. This did not always mean full communism. That is a key distinction. Some states were socialist, some mixed, some pragmatic. But many shared the same goals:

- industrialization
- self-sufficiency
- control of strategic resources
- reduction of foreign dependence
- stronger state legitimacy after independence

### India: planning, mixed economy, and import substitution

**India**, independent in **1947**, is one of the best AP examples because it does not fit a simple capitalism-vs-communism model. India adopted a **mixed economy** with strong state planning rather than full state ownership of everything.

India used **Five-Year Plans** beginning in **1951**, along with tariff protection and state investment.

It also relied heavily on **import substitution industrialization**, or **ISI**.

> A strategy of reducing dependence on imports by protecting and building domestic manufacturing.

The logic was clear:

colonial economy dependent on outside manufactures -> fear of continued dependence -> tariff protection and state investment -> attempt to build domestic industry

India especially emphasized heavy industry in the **Second Five-Year Plan (1956–1961)**. The state did not abolish private business, but it tried to guide national development.

This matters for AP because it shows that decolonized states often used strong government intervention even when they were not Soviet satellites.

### Egypt and Nasser: sovereignty through nationalization

**Gamal Abdel Nasser** in Egypt provides a different model. His most famous act was the **nationalization of the Suez Canal in 1956**.

This was economically important because the canal was a strategic trade route. It was politically important because it symbolized Egypt taking control of a major asset from foreign powers.

The causation here is crucial:

recent independence and anti-imperial anger -> desire for economic sovereignty -> Nasser nationalizes Suez Canal -> crisis with Britain, France, and Israel -> Nasser's prestige rises in the postcolonial world

Nasser also promoted state-led development more broadly and backed projects such as the **Aswan High Dam**. His policies show how nationalization could build legitimacy, not just revenue. By controlling major resources, the state claimed to defend the nation against neocolonial influence.

> A state's ability to control its own resources, policies, and development without foreign domination.

### Tanzania, ujamaa, and African socialism

In Africa, **Julius Nyerere** in Tanzania pursued **ujamaa**, often translated as familyhood, a form of African socialism. The state emphasized collective agriculture, rural development, and self-reliance.

The importance of Tanzania in AP World is not that ujamaa was universally successful. It was that leaders across Africa were experimenting with economic models meant to break colonial dependence.

Tanzania helps answer the "why" question:

- colonial economies looked externally rather than internally
- national leaders wanted unity and development
- private capital was weak
- the state seemed the only institution capable of directing change

This also helps with evaluation. Many of these systems had ambitious goals, but outcomes were mixed. Some produced infrastructure and national pride. Others produced inefficiency, corruption, or debt.

## Global institutions, nonalignment, and the limits of independence

This subtopic also includes global institutions, but for Unit 8 you need to keep them in bounds. The most relevant institutions are those tied directly to the Cold War economic order or decolonization context.

The U.S.-led postwar order included the **World Bank**, **IMF**, and **GATT**. These institutions mattered because many newly independent states entered a world economy already shaped by Western rules and lenders.

> Continued outside control of formally independent countries through trade, debt, aid, or political pressure rather than direct rule.

Many postcolonial leaders argued that foreign loans and trade dependency could keep countries subordinate even after formal independence. That is why the **Bandung Conference (1955)** and the **Non-Aligned Movement** were so important.

Bandung brought together newly independent Asian and African states that opposed imperialism and wanted room to choose their own paths. The **Non-Aligned Movement**, founded in **1961**, tried to avoid formal alignment with either superpower.

Yet nonalignment had limits. Many members still accepted aid from one bloc or the other. This is an excellent evaluation point for essays:

nonalignment expressed political autonomy, but economic weakness often forced pragmatic dependence

So when writing about global institutions, do not treat them as neutral background only. They shaped the choices of decolonized states. Aid, loans, and trade rules could expand development options, but they could also increase outside influence.

### How to structure an evaluative answer

For a causation or comparison LEQ, a strong structure would be:

- state the broad argument: economic policy became a Cold War weapon and a postcolonial development tool
- compare three models:
  - U.S.-led aid and capitalist recovery
  - Soviet-led planning and bloc coordination
  - postcolonial state-led development
- explain why each emerged
- evaluate results, not just goals

Use specific evidence such as:

- **Marshall Plan**, **1947–1948**
- **COMECON**, **1949**
- **India**, independence **1947**, **Five-Year Plans**, **ISI**
- **Bandung Conference**, **1955**
- **Suez Canal nationalization**, **1956**
- **Non-Aligned Movement**, **1961**

For complexity, show limits:

- Western aid supported recovery but increased U.S. influence
- Soviet coordination promoted bloc unity but limited autonomy
- postcolonial planning aimed at self-sufficiency but often struggled with inefficiency or continued dependence
  > **Test Tip:** In LEQs, avoid saying "countries used economics in different ways" and stopping there. Show the cause: war damage, superpower rivalry, colonial underdevelopment, and the search for sovereignty.
