Introduction
A bank can look liquid under normal market conditions but become vulnerable very quickly when depositors withdraw funds, wholesale markets close, secured lenders demand more collateral, or counterparties refuse to roll transactions. Liquidity stress testing estimates these pressures under severe but plausible assumptions. A contingency funding plan converts that analysis into a practical crisis management framework: who decides, what is monitored, which actions are available, and how those actions are executed.
The distinction matters for the FRM exam. Stress testing is not only a measurement exercise. It supports limits, risk appetite, governance, liquidity buffer sizing, and management action. A bank that identifies a liquidity gap but has no credible plan to close it has not completed the risk management cycle.
