### Why Magna Carta happened (King John and the barons)

By the early 1200s, English kings relied heavily on money from taxes and feudal payments to run the country and fight wars. King John (reigned 1199–1216) became deeply unpopular with leading nobles (barons) and other powerful groups. A main cause was the way he raised money and used the legal system: critics said he demanded heavy payments and acted unfairly in disputes.

In 1215, a group of barons forced King John to accept a written agreement designed to control how he governed. The agreement became known as Magna Carta, which is Latin for “Great Charter”. It was sealed after negotiations at Runnymede, near the River Thames, in June 1215.

Magna Carta also aimed to prevent the king from demanding money without wider agreement. Medieval kings frequently needed funds to fight wars. ### From the king’s council to Parliament: why assemblies grew

In medieval government, kings did not rule completely alone. They consulted a small group of leading people, especially when they needed support for wars or wanted to raise money. This advisory body was made up of major nobles and senior Church leaders (such as bishops). Over time, meetings with advisers became more organised and developed into what we now call Parliament.

A key reason for this development was money. Wars and government cost a lot, and kings needed reliable ways to raise funds. Powerful subjects wanted influence over how money was raised and spent. This created pressure for consultation.

Magna Carta strengthened the expectation that kings should involve leading subjects in major decisions, especially financial ones. That expectation did not instantly produce a fully formed Parliament, but it supported a pattern: when the king needed resources, he had to negotiate.

As these meetings became more regular, the number and type of people attending increased. Over time, representatives from beyond the top nobility began to appear. Two important groups were:

### The two Houses in England, and the Estates in Scotland

By later medieval times, the English Parliament had developed into two separate parts, known as Houses. This structure is directly relevant to how the UK Parliament works today, and it is a regular feature in Life in the UK Test questions.

House of Lords (medieval origins)

- Included the nobility, great landowners and bishops.
- It represented the highest social ranks and major Church leadership.

House of Commons (medieval origins)

- Included knights (often smaller landowners) and wealthy representatives from towns and cities.
- Members were elected, but only a small part of the population could take part in elections (most people had no vote).

This development mattered because it began to separate power into different groups and created a method for consent—especially consent to taxation—that did not rely only on the monarch’s personal decision.

Scotland developed a similar system, but it was structured differently. The Scottish Parliament had **three “Estates”**:

- the lords
- the commons
- the clergy

Knowing that Scotland had three Estates (rather than the English two-House model) can help you answer comparison questions correctly.

This period also saw changes in law and courts. In England, judges developed “common law” by building on previous decisions and tradition. In Scotland, laws developed with a stronger tradition of being written down (codified).
